If you send an army into a country, capture the head of state, and claim that you will govern the country, you have stated the claim that you have conquered that country.
But this isn't apparent to the corporatist viewpoint -- an utterly new (pace the East India Company, Russia Company, etc..) form of statecraft, with its own vocabulary and therefore its own logic. The difficulty is, and it's really one of the first things you learn when dealing with other countries, that the people of different countries speak different languages.
